I share the OP's concern somewhat. The power of the cultists' special ability depends entirely on the willingness of their opponents to let them use it. Depending on the personalities of the group, this ability could be anywhere from great to useless. Personally, I wouldn't give the cultists a step on the cult track for just 1 power, and once we're talking more than 3 power I'm generally not inclined to lose that many VP regardless of whether the other guy is the cultists or not.With so few plays under my belt I'm not jumping to any conclusions, but ostensibly I wonder whether whether this was play tested with more AND less "friendly" groups, and whether the cultists are competitive given a worst case scenario of other players being very stingy in allowing them use of the ability.
