This is probably something made clear in the rules but I'll still ask, just in case:If I move my unit to a forest space, can I use another action in the same turn to move the same unit one space further to an undefended city? It seems to me that I can, since there'll be no battle, just capturing a city.
BUT, if there's a fortress in that city it can use its defence abilities as stated by Christian in this thread:

Would that situation involve a battle?
In other words, if there are no units and no fortress in a city, can the city be captured without a battle (eg the forest restriction doesn't apply?).
Also, what happens if there are no troops and no fortress but there is a settler unit in the city? Does capturing a settler count as a battle?
