Outside of the board gaming world, highest ranking number is most often associated with "smallest number", example, 1 is ranked higher than 10 in a scale of 1 to 10. We play with this in mind, which kind of makes since if you look at the cards, the weaker cards have the higher rank, smaller number, because it gives the player another incentive to play the smaller strength cards.Unless told different by the designer, that is how we play. Hope that helps.

I have come to believe that the term "rank" was an unfortunate choice of words for the small, unique number in the upper-right-hand corner of each clan. This clan rank is used to break a skirmish tie. It has often caused confusion in my group, like as in the following conversation (fictitious, but very close to reality):
Player 'A': "Hey! We tied! I forget..who gets to claim a supporter first? I really have my eye on that 12-strength clan! Shall we arm-wrestle?!"
Player 'B': "No, let me check the rules. Oh, here it is. The rules clearly state that in the event of a tie, the player who has mustered the highest ranking card in the skirmish gets first choice. Looks like I have a 95, and you have a...75. Yay, I win! I'll just be taking that supporter there ...."
Player 'A': "Hold on a minute, bucko. If I am ranked #1, and you are ranked #2, who is ranked better?"
Player 'B': "Hmm..but it doesn't say better, it says higher."
Player 'A': "Same difference."
Player 'B': "I think your position is totally counter-intuitive."
Player 'A': "Well, I think your position is totally counter-intuitive."
And this is usually when we pull out Glory to Rome.
