No, As Bruce said it's on the board and is mentioned in the rules. I'm honestly not sure of the rationale for no bonus. It would be interesting to hear the designer chime in on it. I've found that the keys don't tend to get upgraded much, because they are not worth upgrading until you have a large network.
It's gotta be for balance. In the designer's view at least, the extra points you can get from keys are so much that you shouldn't get the bonus as well. I can't think of any other reason it could be.
