The fact that it is done every turn can be both a blessing and a curse... depending on your needs.I personally really like Theocracy.
Which is most powerful? Well.. I guess its quite dependant on your strategy and what is going on. Opinions have different a lot during testing. I'm not sure there is a definitive answer :)
