what are these expansion cards/tiles?

are they official expansion spots to add to the game, replacements for something that was wrong in an earlier version or what? Maybe I've seen these before, but I can't remember, and also they're only in German?
And then the "Bonus Karte" which you can get in English, I'm sure all those already appear in the EIK decks dont they? Are they to correct some error or were they not in the original EIK decks?
