In trying to comprehend Pg. 8 of the rulebook...

If one side has more Forces than the other, it sounds like the unopposed Forces can be Reorganized such that all Forces can be moved around and re-assigned so there's no point to Scouting? This doesn't sound right to me? Are the rules just ambiguous here?

Here's a simple illustration of what I'm talking about:

D1 D2 D3 D4
A1 A2 A3 A4 A5

So if I'm the attacker, I'll move the A1 Force into the D3 position, then Slide down A4 and A5

D1 D2 D3 D4
A2 A3 A1 A4 A5

Now A5 will be unopposed, so I can Reorganize it and move it to the D2 position, and Slide Down Forces again, so another Force will be unopposed and in need of reorganization. Repeat as many times as necessary to get the exact match-ups you want... what am I missing here?

Two forces that are matched up in the front row are locked against each other.

So in your example A5 and D4 must stay against each other. Only A1 can be moved around.
