I have only seen the Foreman sold once in about a hundred games. It is useless as something to buy unless you happen to have multiple 1&1 Plantations. Worse, if it yours to sell, it is worthless to everyone else unless they have multiple 1&1s. Worse still, if you are selling the Foreman it is all but impossible for it to be worth anything to more than one player, so there will never, ever be competitive bidding on it.

The one time it was bought deliberately (come to think of it, I have seen it sold once or twice because a player had no other legal place to put their auction token). the buyer had 3 1&1s, so it was a 6 pt buy. He paid four Ducats for it. I was the only one to bid and only did so in order to prevent him from taking it for free. In spite of making nine VPs through this unconventional means the player lost badly. He only scored 32 points. His big problem is that his three single plantations seriously impaired his advancement engine.

If they wanted to make the Foreman worthwhile, I would say make the double Plantations in the "B" group worth 1VP x 3 with the Foreman. Then at least a player who gets stuck with this tile could try to improve its value. Upon second thought, tht might be too good. Maybe make the "B" doubles worth 1VP but have the Foreman double rather than triple the PLantation VPs.
