The third variant is the one we've tested three times and have enjoyed. The other ideas introduce too much randomness.Basically, on top of penalizing three or more players choosing aggressive actions, if two or more players choose the exact same aggressive action they are penalized. This works so well (because you can look at the board and predict which players will probably want to do the same type of action as you) that it may be better limit the penalty for aggressive players to situations when more than one player selects the same aggressive action.
