Dead wrong.
Borgo is not generally accepted as being the best in 1 on 1 (at least in the base game). Moloch is. Although I have not seen it officially said I believe it was this reason that Moloch was given the detriment that in 2 v 2 it must hit allied units in the first place.
Outpost is also not the weakest. They just require a different play style (which happens to be harder for people to wrap their head around than the other 3 factions). Borgo only seems like it is the strongest because it is the easiest faction for a new player to use and conversely it is the hardest faction for a new player to play against. Also their net fighters are terrifying but there are ways to deal with them.
For the most part the base factions are very well balanced. If you want fair 2 v 2 you can really do any combination although you might want to avoid Hedge and Borgo vs Moloch and Outpost till you get better since Hedge and Borgo have an unnatural synergy compared to most pairs although Moloch and Outpost have nearly 3 times as many shooters which are valuable in 2 v 2.
