You and I have had this discussion before and agreed in principle that complexity, by itself, is a negative thing. Just adding complexity without a corresponding benefit makes a game worse. Complexity can bring good things with it, and almost always does, but the complexity itself is on the cost side of the equation. The question is whether the good things are good enough to justify their cost.
