It's easy for new people getting into this game to think that moving into port, with saying the word "port", feel that port activities can be taken.Because of this, I've altered the way I teach people to play. Here's the basics I go over.
You have 3 actions per turn.
Move
Port activities
Scout
Each action represents a good amount of time.
1) The move action is simply moving between sea-zones, or docking into ports or leaving them.
2) The Port action (limited once per turn) can be done if your ship is docked in a port. This allows you to do Port Activities
Keep in mind, that everything from selling goods, hiring crew, buying ship upgrades, etc... are Port Activities Any and/or all of them can be done. They are not actions. I repeat, not actions.
The action spent is the ability to do these activities.
(I don't think I've ever had a game that I taught where people still think things like selling goods and buying goods each cost an action.)
If you stay in the same port for your next turn and decide use your one port action again, the penalty is you can only draw 3 cargo cards instead of the usual 6.
3) Scout action. The scout action is only limited to once per individual target.
You can use an action to scout for player 1, and you can use one to scout for player 2. But if you want to scout for player 1 again, you have to wait till your next turn.
Likewise with merchants on the board. You can scout for one, then move to the next seazone and scout for the one there.
