When ship cards are drawn, they aren't placed until the end of the turn. In this case, if the card showed N,S,E,W movement, you would move the French ship in that direction when the card is drawn, then move it again to the location where the new French captain appears at the end of the turn.
The ship already on the board moves according to the icons, and then at the end of the turn you replace it with the new ship. The delay in placement might not seem necessary at first glance, but it makes a big difference for any Pirate players operating in the area. They still have their whole turn to contend with the one that's already on the board before the new one replaces it.
