As far as I know, you can retry missions unless the card says otherwise. (If I'm wrong I'm sure I'll get corrected) You did so correctly of course since you can't scout for the same thing twice in the same turn.
It's the rumors that are discarded when you fail cause that means that the rumor was false, so you only get 1 try at those.
Actually there are a few missions where it specificly says that you may retry failed attempts. So if the mission has failed, you must discard it.
And the last sentence on "Flora & Fauna" is "If the roll fails, you fail the mission", so you should have discarded it.
I still have doubts because you can fail the mission, doesnt say "discard" as other cards or rules says. I dont understand fail as "you can not attempt again next turn".
Something similar happen to me when talking about rounds vs turns, a card says "each round" And I am not sure what round means in that context.
