I don't understand that part. Are you suggesting that the Foreman is exchanged against a used helper? The way I read the rules, the Foreman is put on the discard pile after taking the recently used helper, so unless the card stack does not contain enough cards for another two-pack so the discard pile has to be shuffled in the card stack (which in my view is quite unlikely), there is no way the active player can get hold of the Foreman himself.
Edit: I just imagined another scenario where this would indeed not work as intended. If the player with the foreman already finished his action phase, and then would take a helper used by another player who has also the con-man (or say gets it with a two-pack after this helper action is done), then this player could get his helper back by using the con-man.
I agree that the card phase is already borderline to annoying, but having to stop your turn after each played helper and wait for the response of the other player with the foreman would certainly top that.
Whoops. I got confused with the con-man - you're right it goes back on the discard pile instead of exchanging. I was imagining a scenario where the con-man got scooped by the Foreman! LOL
