The event cards with the three flag icons only move NPCs that are already on the board (if any).There are other cards in the deck that look completely different, which tell you to place a Frigate of a specific nation or a Pirate ship at the end of the round. They also give stats for the NPC captains that you'll need if they get into combat with a player.
