Sounds like a good idea (and so much brilliantly simpler than an idea I was working on). :D

I'll be interested to see if it affects Merchants more than Pirates or vice versa, but after running through some test turns it looks like it could balance. There's an interesting optimizing of moves when you know you have to end with a Port action.

The only concern I spot out of the gate, is that players will likely be ending in Port more, so the need for the Cutthroat Variant may increase.
