It seems to me that it might lead to stilted play, because players who do a port action with their final action consistently will get more actions over the course of the game than players who do things naturally. Using your last action to enter a port would become inefficient because you'd only get one action the following turn.

Not a problem for me though - I'm happy with the game as it is, so I have no plans to experiment with the variant.
