Is it a cheap move? Or course, but just because something is the easy way, it doesn't mean it's wrong. It's used because it works.
(I'm calling it; it's because they're trying to look cool in front of their friends. Because the Legacy rituals were created for people who are Collectors who sleeve cards, etc., not for people who just buy games and play them. There is no point intrinsic to the game itself. Destroying components is a social ritual, not a game mechanic. The Legacy emperor is naked.)
Besides, I love the legacy mechanic, and don't sleeve all my games. In fact, I sleeve less than 1%. I know there are others like me too, so again, your point is lost at the beginning.
