Hi Mikko. Thank you for your questions. As odd as it may sound Im really happy to see some questions. It means the game is getting played and boyhave I looked forward to that :)

Scouts:
1) yes you can play it as the attacker
2) Yes the card would be just be discarded. Similar to how a card that gives you an extra hit if you inflict at least one hit, would be discarded with no effect in case you made no hits.

Roads:
No not possible in one action. You must start or end the action in a city :)
