In my interpretation (and I think there is not many room to understand this wrong) would be, that you of course can play this card as an attacker (or else it would be forbidden on the card). If the opponent doesnt want to play a card, you cant take any to hand and such "wasted" your card.
Don't know about the roads. You could find arguments for allowing or disallowing it. If we dont get a ruling from Christan (which we probably will) I would discuss it in my group and decide together on a ruling.
