You have it right. NPCs move only when cards with directional symbols are drawn.

The interaction between warring NPCs is beyond the scope of the game. The NPCs are abstracted anyway, with NPC ships representing naval presence which might be multiple individual vessels. Assume that the NPCs are fighting amongst themselves during the war - note that if two of them are in the same sea zone, they won't search for players because they are too heavily involved with each other. (If you think about it, the game would be longer if you fought out NPC vs. NPC battles, and it would have no practical effect on the players anyway.)

It's theoretically possible to never face an NPC, but highly unusual in my experience. You apparently just had an odd run of cards.
