I phrased it that way only because conceptually I see it as "Play with only three suits" (by removing the unused suit) followed by "Shift one of the suits downwards and one of the suits upwards" (by removing cards from one end of the suit and adding in alternate cards at the other end, where the alternate cards happen to be spades because they're convenient and available).
But yes, mechanically you can construct the deck using whatever procedure makes the most sense to you in order to end up with that specific set of 36 cards.
