I'm a little less positive on it, honestly. The fundamental dynamic is: while having advanced digging saves you some econ on digging, you actually need to do quite a bit of digging before you pay for the high initial cost (particularly the coins). So if there's a point in the game you need to dig a lot (notably, R4 dig games), it can make a lot of sense. If upgrading it is cheap and/or you get other benefits from digging (halflings, alchemists, to some extent yetis), it can make a lot of sense.

Outside of that, though... I really only look to build it if there's a shortage of digging in the game. If you have 4 players in a game completely relying on power actions to do all their digging, yeah, it can be really valuable to break out of that competition and get your digs elsewhere. But if its a game with a lot of cult digs, bon1, and/or one or more factions that get there digs from another source (darklings, giants, to some extent nomads, a lot of the expansion factions, etc.), there often "enough" digging available to you that the benefits of advanced digging are less compelling and thus its harder to get your moneys worth.
