I don't understand: everything connected to a three becomes a two, then everything connected to a two becomes a one; as long as you do the threes into twos then the twos into ones, I don't see how anything can go wrong, can it? What needs tracking?
What needs tracking is not missing a region that water needs to flow from. We'd be halfway into someone's turn and notice a region with 2 cubes in it that had a neighboring region that was empty that should have gotten a water cube. Then we started to question ourselves as to what had happened, and I came up with the idea to have some way of marking and tracking that we had dealt with all the regions that needed to be dealt with. And I thought I'd share it.
