Apologies if this question has been answered, I was unable to find clarification. So regarding city cards the rules state that "in most cases" the value of the die determines how many times the action can be performed. So which cases or cards is the value of the die irrelevant? I only played once but this was a gray area during play time. I am unable to determine this by looking at the cards.
The value of the dice is not irrelevant for any of the base game city cards; however, it is not the only limiting factor in some cases. Many of the spaces have an additional requirement, and it is lower of the requirement or your die roll.
So for example, for the 2x coins space it's always going to be twice your roll.
For the Trading Post -> 1 VP space, you get 1 point per trading post you have placed up to your total die roll.
Same goes for the 2 coins per completed contract one. If you have four contracts and place a 5 there, you get 8 coins. If you place a 3 there, you get six coins.
