It would feel more realistic if a dike would protect a region against a flood once and afterwards the dike would be removed (due to damage caused by the flood)...

I think you're misreading the map, because you only mention 2 of the regions adjacent to the Noordzee.

Noordzee is adjacent to:
Zeeuws-Vlaanderen
Walcheren
Schouwen-Duiveland
Goeree-Overflakkee
Voorne-Putten
Delfland
Kennemerland
Wieringermeer
Fryslan
Noorderzijlvest

If you never removed any of the coastal dykes from any of those regions, AND built the Afsluitdijk dyke, then the North Sea would do nothing. But that's a lot of dykes to never lose.

Additionally, worth noting that the North Sea never floods, it simply increases it's water level, and has water flow into those adjacent regions if they are un-dyked on their coast. That water flows at the end of every single turn, so if one of those coastal dykes is ever lost, then the region will end up with water on it immediately.
