In my very limited experience, I base this on the Round/Final Scoring Tiles, primarily. But, faction does affect it.
Of course, the greatest effects are for Ivits and Xenos (Xenos get 3 mines out of the gate, and Ivits just start with their PI). When I played as Ivits, I built a bunch of mines and a space station, to spread out. But, that had more to do with the Round Scoring tiles than anything else.
I'd be interested to see what the more experienced players do! Great idea for a thread!
