I think all the factions that want to open Academy don't have a PI that is worth rushing. Here are my thoughts on each one.

Nevlas: Better to use early power for Knowledge. PI becomes better once you have a lot of power charge. Also, you can get a ton of fast teching between level 4 science and 3 passive knowledge income. You can even get the 1c 1k tech to have 8k income startign round 2.

Itars: Rather build up power and take advantage of 3 Knowledge Academy. You can double use the PI ability if you build up a lot of power anyway.

Xenos: 2 Tech tiles are preferable to 4 power 1 QIC income and the 6 power federations are better later once you have a lot of structures.

Bal Taks: PI is actively weak

Taklons: Your PI usefulness is up to your opponents it is better to move up on tracks to get more power charging capibilities.

Lantids: I don't really know about them, but they don't start with any extra navigation so I assume you do better by getting the income generation from techs early and building parasite mines rounds 4 and later.

HH: Need a lot of coins to take advantage of PI. Also they can get to level 4 economy and if they get 1c + 1k tech they will have 4k income also. This is a strong combination which will lead a rapid buildup post Academy.
