That is a great question. You would assume you have 1 die for Seamanship, but the rules only explicitly say on page 14 "Masts: If destroyed, you only roll one die during Seamanship contests and can only select the 'shoot' action."

This refers only Seamanship CONTESTS (opposed rolls against other players or NPCs) and not Seamanship skill CHECKS (tests using a skill). Additionally, page 14 also goes on to say "If you survive combat with destroyed hit-locations, it is assumed that your remaining seamen make enough basic repairs to move around the Game Board. However, if you are engaged again you are still subnect to the effects of any destroyed hit-locations. In other words, your ship works well enough to get around (typically going to port for repairs), but remains crippled in a combat situation."

So, the bottom line is that you ship is fully functional despite having destroyed Masts when you are not in combat, so you get your full Seamanship roll when avoiding damage from a storm even with destroyed Masts.
