Where do you draw the line? What about "I won't contest you on Air if you leave ACT3 for me."? Or "Let me have Fire and I'll put a D over there so you can do two cheap TP upgrades."And if you can negotiate, why not also "enlighten" other players about which moves are good for them (and you) resp. hinder another opponent (and thus help you)? Like "Mike, if you don't advance ship now and build a D over there next round, Joe will take the hex instead and you'll have a hard time to found that town." while not talking about the pleasant side effect that this will allow you to take ACTx which Mike might have taken otherwise.
I've been in one TM FtF game where people were trying to influence others on what to do next, including arguing against what the other player just recommended etc., and this was not a learning game. It wasn't pretty, and only stopped when another player and I threatened to leave if they couldn't keep quiet.
Personally, I'd be quite annoyed if others were brokering deals, nor would I want to be part of one.
