It indicates how many points it might be possible to score. If you scored 160 and felt everything worked out perfect, and then you see other have scored 200 you realize there are room for improvements.
But in general I agree, the highest scores are most likely a result of weak play by others or some kind of unbalanced setup.
I have not sat down in front of my computer at home for a long time, so the high-scores have not been updated... I also feel it has served its purpose (getting an idea of how much we can score), so I will probably not update it any more unless I get in the mood to automate it somehow.
