Sure - but let's say you want to remove e.g. Mexico City or Bogota.
That's a minimum of two actions (one there, one back) if you happen to be in Denver or Lima for other reasons. If the Scientist is in Africa or Asia (as she's likely to be mid- or late-game) then it's:
1) Shuttle to Denver
2) Drive to Mexico City
Free) Remove the Infection Card
3) Drive back to Denver
4) Shuttle to somewhere useful
i.e. an entire turn spent to remove that card. And that's assuming that you have a permanent supply center in Denver.
You'd have to be mighty, mighty lucky for the Mexico City card to be sitting in the Infection Discard Pile the very same turn that the Scientist happened to be in Denver to do other things.......
