If I am not mistaken it should be possible to do this in snellman by typing -FIRE into the command box.

As far as I can remember you even have to use workarounds like that in case you get the two-cult-step town tile and want to make sure you get to 10 in the right spot. I haven't played on snellman for quite some time now, so lets see what the regulars have to say.
