by Benji68 The "bad guys" have (optional or mandatory) goodwill refusal. If you do not use the optional refusal, the protagonists might still think the character is a "good guy" ;)

by Benji68 Well... usually yes. But there may be situations where letting them use a goodwill ability actually helps you as the mastermind. Those poor people don't always know what is good for them......
