It's quite plausible that this would be technically possible, given that you can do it in relation to, for example, TW6 as you say. I don't think I've ever seen it done however, so I'm not 100% sure. But whether it can be technically done is not quite the same as whether it is legal, and whether the opponents would like it. We have the infamous alchemist exception on snellman still, that you can make conversions in the middle of your main (digging) action. This is however clearly prohibited in the rules, and lots of people would react if their opoonents did so, especially in a tournament game.

In any case: if you do it, add the -fire before you take the tile, or else this will certainly be cheating. (You would get the +3pw from reaching step 10, and then you would be able to get those +3pw again at a later time. Only acolytes are allowed to do this.)
