Great review :).An older game that has sailing mechanics somewhat similar to CoC is Tempus. There it is from the start stated that Tempus is an island even if the modular board pieces are touching the sides of the underlying board (the lake you build the island of Tempus on to start with). It does a good job of giving a civilization experience, though I do suspect CoC is much better (at the very least much cooler looking :) - Tempus uses cardboard discs for cities and wooden discs for people/armies).
