In most co-op game each player takes a turn and all attention will be focused on what they are going to do with their precious turn and everyone will chip in with advice. In RC there is a bit of general discussion about what needs to be achieved on a given turn but in the end you all have to plop down your two pawns on the board at the same time. It is much easier for players to be autonomous and decide early on "I'm doing X, the rest of you can sort out the other stuff you think is so important", or when placing later "while you guys do all that, I'm doing X".
It has become my favourite co-op, although actually because I think it is a very interesting and thematic game, rather than for the above reasons.
I don't see anything in the rules to indicate that you would place them simultaneously. Basically people will put their things down at various times and then when everyone is happy with the placement, then you execute the actions.
Simultaneous wouldn't even really make sense as you could then assign more pawns that are possible to a single thing accidentally.
