Simultaneous wouldn't even really make sense as you could then assign more pawns that are possible to a single thing accidentally.

I agree - action selection is not a completely synchronous simultaneous play. What I had meant was that there was no set order for players to make their decisions. As the discussion evolves people will start placing pawns in a fairly freeform dynamic manner. Sometimes people will place then change their mind and move them as other people place and the discussion evolves.
