In this manner you do have to spend all spades on one terraforming action?
Just take the situation, that there are two adjacent terrains, each costing you 1 spade to transform. Now you'll get 2 spades.
As I understand I have to use the 2 spades on ONE transformation, making me loses one of the two spades.
I would NOT be able to use 1 of the 2 spades to transform the first terrain and the second spade to transform the second terrain and build afterwards a dwelling on each of the two newly transformed terrains.
Am I right?
