Sorry for being a wise guy, but this is not correct according to the rules.
(p.10:
English: You do not need to transform a Terrain space into your Home terrain, you may stop at any other type of terrain (e.g. if you can not a ord more Spades). However, during their turns, your opponents may claim that Terrain space for themselves. (Terrain spaces with Terrain tiles on them but no Structures are considered unoccupied.)
German: Die durch das Umwandeln entstandene Landschaft muss nicht unbedingt die Heimatlandschaft eures Volkes sein, auch Zwischenschritte sind erlaubt (zum Beispiel wenn nicht genügend Spaten zur Verfügung stehen). Euren Mitspielern steht es bis dahin aber frei, die Landschaften ebenfalls umzuwandeln und sogar zu bebauen. (Landschaftsfelder, auf denen Landschaftsplättchen liegen, aber kein Gebäude steht, gelten als unbebaut.))
