I have played it now four times solo and for me it is a very good solo experience.It is true that your virtual opponent, Hal, is playing very randomly since you draw a card for him every round and he just adds a random tile in accordance with the drawn card. However I feel that it is in a way just what you can expect from real players, they can screw up your plans and you just have to figure out the best way to deal with that.
I actually don't feel like there is too much shuffling, at least not to the degree that Edgard seem to be experiencing. At least it does not bother me at all.
For me Ginkgopolis is a very good solo game and I recommend it. It also plays very nicely with two and three players (have not tried it with more players).
