Isn't this tile just far better than the one that provides 3 power?As it gives you a boost of 2 power, but 1 a turn. So, at its worst it gives 3 power, which is the same as the one at the top level.
Yes, I know the top one is 3 power right away, which could sometimes make a difference, but not often.
