I assume by "blue power" you mean move up the blue cult track, and not something to do with gaining power.You can have both the 3 blue steps and the 2 blue steps tile, so there is seldom any reason to get the 3 blue tile first, but it is definitely useful in the later game, for both getting some extra power back instantly and pushing ahead of opponents.
