You may exchange priests for spades in the same way all the other races exchange workers for them, with all the same restrictions. So if you need 2 spades to terraform and use the power action for 1 spade, you may kick in a priest for the last one. If you get a spade from a cult track, you terraform 1 hex 1 space on the wheel.You only get the points when using priests to get spades. See the Halflings for what it looks like when you get points for any spade.
