No. I can think of lots of things that could be added to a simple game like Go. What's missing is some reason to think that some other particular goal is the motivation for complexity. Your list really illustrates the point. E.g., you accept that some players might prefer games with "variable initial conditions" to games with "fixed initial conditions". You don't require that they have some other reason for wanting variable initial conditions. Maybe they just like variable initial conditions better. Similarly, some people like more complex rules better just because they like more complex rules better. There doesn't have to be some other reason.
