Unfortunately, the numbers actually chosen don't fit with what I feel should be the target group for the variable VPs: namely "experienced though not necessarily good players", which I'll define here as "players with a snellman rating >= 1000".
Why "rated >= 1000"?
a) Beginners and players rated <1000 are going to win/lose because they make less/more bad mistakes than their opponents (which includes picking unsuited factions) and 10 or 15VP won't help in that.
b) Expert players will likely find the holes in whatever numbers are chosen and some new factions will become the desirable one in a new meta, so I'd not make them my target group either.
Also, I'm not convinced by the one-size-fits-all approach which tries to work for both 3p and 4p, and which doesn't distinguish between games with or without final expansion, though that of course adds to the elegance. :)
